Biden AI safety, security standards overview:

The Biden administration issued an executive order at the end of October that established new standards for safety and security involving artificial intelligence (AI). 

The executive order builds on previous actions taken and was signed to “ensure America leads the way in seizing the promise and managing the risks of (AI),” according to the White House

Under the order, the developers of powerful AI systems will be required to share their safety test results with the federal government — in accordance with the Defense Production Act — as a way to ensure their AI systems are safe before being made public. 

The order, among other things, also develops standards, tools, and tests to “help ensure that AI systems are safe, secure, and trustworthy,” according to the Biden administration

“The actions that President Biden directed today are vital steps forward in the U.S.’s approach on safe, secure, and trustworthy AI,” the White House said. 

Congress called on by Biden to ‘protect all Americans’ by passing bipartisan data privacy legislation

The executive order is also intended to help protect Americans’ privacy, advance equity and civil rights, stand up for consumers, patients, and students, support workers, promote innovation and competition and advance American leadership abroad, according to the White House. 

Congress, meanwhile, has been called on by Biden to “pass bipartisan data privacy legislation to protect all Americans, especially children,” with the order also directing the development of guidelines for federal agencies “to evaluate the effectiveness of privacy-preserving techniques.” 

Biden also directed that clear guidance be given to landlords, federal benefits programs, and federal contractors ”to keep AI algorithms from being used to exacerbate discrimination,” that algorithmic discrimination be addressed, and to ensure that the use of AI in the criminal justice system is applied fairly. 

Irresponsible uses of AI can lead to and deepen discrimination, bias, and other abuses in justice, healthcare, and housing,” the White House said. 

Last month, the Biden administration announced that it plans to stop exporting AI chips and manufacturing equipment to China in an effort to prevent the Chinese military from having the ability to import advanced semiconductors or equipment.
