Cybersecurity risk study overview:
- Who: Independent advisory service Network Assured released a report detailing the ten worst states in the U.S. for data breaches last year.
- Why: California was the worst state in the country for data breaches last year, according to the report, which found that how much a state government spent on cybersecurity measures did not affect the chance a data breach would happen there.

California was the worst state in the country for data breaches last year, according to a new study released this week by independent advisory service Network Assured.
New York was a distant second to California for the most data breaches in 2022, while the Empire State was followed in order by Texas, Florida, Maryland, Illinois, Pennsylvania, Ohio, Georgia and Massachusetts, according to the study.
In conducting the study, Network Assured looked at data breaches that occurred within all industries and reported the number of data breaches compared to how much each state’s government had invested in cybersecurity initiatives.
The study ultimately determined the amount of money spent by a state government on cybersecurity measures did not affect the risk of a data breach happening there, according to a news release.
The data used for the study was obtained from state attorneys general, the Department of Health and Human Services, the Centers for Medicare and Medicaid Services and the Office of Civil Rights.
Network Assured used data from public reports of state cybersecurity budgets for study
Network Assured also pulled data from public reports of state budgets for cybersecurity and compared data breach statistics with how many registered business entities existed in each state, to create a “breaches per 1000 business entities” value.
The cybersecurity risk study also revealed three of the 10 worst data breaches from last year occurred in California — two of which both came against Twitter — and that Texas was the third-worst state for data breaches despite investing the most money in cybersecurity measures.
Network Assured also determined Florida had four times as many breaches per 1,000 registered healthcare entities as any other state last year, with a total of 4.73 breaches per 1,000 healthcare entities.
A number of class action lawsuits have recently been filed against companies — including BetMGM, LastPass and JumpStart games, among others — accused of being responsible for the incidents due to their own alleged negligence.

I’ve had more problems than ever before when moving to Southern Ohio (more than CA) in Nov 2020. To the point I had to buy my own encryption software to protect everything I do.
I was effected by a data breach. There’s a class action settlement about it but I think it’s bs they are only paying a few bucks when they’ve caused me massive amounts of trouble. It was the huge one from one of the credit bureaus or a monitoring service. I can’t remember but my name was on the list as having my info stolen… I eant to sue
