A $3,500,000 settlement has been reached between Professional Account Services Inc. and consumers who claim the debt collector violated federal and Pennsylvania state debt-collection laws in its effort to collect on medical debts owed to medical providers by recording calls without consumers consent, falsely representing itself as a medical provider to debtors and not disclosing it was a debt collector.Â
Class members include Pennsylvania residents who Professional Account Services Inc. contacted via phone between Jan. 1, 2012, and Jan. 1, 2016, regarding medical bills, and during the communication, Professional Account Services Inc. represented itself as the hospital or creditor of the bill.
Professional Account Services, founded in 1987, provides accounts receivable collection services.
The company does not admit any wrongdoing related to the claims in the class action lawsuit but has agreed to settle consumer claims in the interest of avoiding the continued costs and risks of litigation.
Of the $3.5 million settlement, $1.4 million has been allocated for counsel fees and litigation expenses. Another $100,000 has been allocated to compensate the representative plaintiff for the class.Â
After these and other costs are deducted from the settlement fund, class members who submit a valid claim for benefits are eligible to receive a cash compensation from the remainder of the settlement fund, allocated on a proportional basis.
If any funds remain because of uncashed checks, a second distribution will be made to those who cashed their initial check.

The deadline to be excluded from the Professional Account Services Inc. debt-collection settlement or object to its terms is Aug. 13, 2022.
Class members are invited to attend a final fairness hearing scheduled Sept. 29, 2022.
