Oregonians who purchased a TV, monitor, or notebook computer with an LCD flat panel screen between 2002 and 2006 may be entitled to compensation from an antitrust settlement.
Oregon Attorney General Ellen F. Rosenblum filed two antitrust lawsuits against the makers of liquid crystal display (LCD) flat panels and Cathode Ray Tubes (CRT). The lawsuits accused the manufacturers of conspiring to fix, raise, maintain or stabilize the prices of TFT-LCD flat panels or CRT resulting in overcharges to consumers who indirectly purchased TVs, monitors, or notebook computers containing LCD flat panels or CRTs.
The Oregon Attorney General recently settled with all of the LCD defendants for more than $21.5 million. Under the terms of the LCD settlement, Oregonians who purchased LCD panels incorporated in flat panel televisions, monitors, or notebook computers may be entitled to a portion of the settlement fund.
The defendants in the LCD settlements include:
- AU Optronics Corp.; AU Optronics Corp. America (“AU Optronics”);
- Chimei Innolux Corp. (formerly known as Chi Mei Optoelectronics Corp. and now known as Innolux Corp.); Chi Mei Corp.; Chi Mei Optoelectronics Corp.; Chi Mei Optoelectronics USA, Inc.; CMO Japan Co., Ltd. (“Chimei”);
- Epson Imaging Devices Corp. (“Epson”);
- HannStar Display Corp. (“HannStar”);
- Hitachi, Ltd.; Hitachi Displays, Ltd.; Hitachi Electronic Devices (USA), Inc. (“Hitachi Displays”);
- LG Display Co., Ltd.; LG Display America, Inc. (“LG”);
- Samsung Electronics Co., Ltd.; Samsung Semiconductor, Inc.; Samsung Electronics America, Inc. (“Samsung”);
- Sharp Corp.; Sharp Electronics Corp. (“Sharp”); and
- Toshiba Corporation; Toshiba America Electronic Components, Inc.; Toshiba Mobile Display Company, Ltd; Toshiba America Information Systems, Inc. (“Toshiba”).
The defendants deny the allegations but agreed to settle the antitrust lawsuit to avoid the expense and uncertainty of ongoing litigation.
If you wish to be excluded from the Oregon LCD settlement, you must submit your request no later than Jan. 15, 2016.
The CRT antitrust lawsuit is still ongoing and has not yet been resolved. However, eligible Class Members may register for the CRT lawsuit.
Who’s Eligible
The State of Oregon (and all state government entities), all Oregon political subdivisions, and all natural persons who, at any time from 2002 to 2006, indirectly purchased (for their own use and not for resale) one or more TVs, monitors and/or notebook computers that included a TFT-LCD flat panel.
NOTE: To be included in the LCD settlements, a natural person must have been a resident of Oregon at the time of the purchase, and the products must have been purchased in Oregon.
Potential Award
Varies, depending on the number and type of LCD flat panel products purchased.
It is estimated that claimants who submit valid claims will receive a minimum of $50.42 from the LCD settlement. Claimants may be awarded a maximum of $102.90 per device purchased.
Proof of Purchase
None required. However, claimants may be asked to provide documentation during the claim verification process. Claimants should retain any proof of purchase documentation until their claim is closed.
NOTE: Claimants must declare under the penalty of perjury that all information provided in the Claim Form is true and correct.

Any update??
Why aren’t claims being paid? The settlement was finalized and not appealed quite some time ago.
Any word on why claims aren’t being paid or when they will pay?
Does top class actions know if the settlement was appealed or is what everyone is staying us true, that the administrator company won’t accept and pay claims?
Confirmed… I live in Portland OR and called GCG office here in town, the did say they have no plans on issuing payments in this settlement. How can they circumvent a court order? This makes no sense to me at all
So they aren’t paying? Well what’s the point of the settlement if some administrator company has full control of wether or not they are going to pay back consumers? So there was really nice settlement?
Received this email this morning regarding settlement:
“Claims will be paid out at our convience and sole discretion. There is no current time frame for distribution. Thank you for contacting us. If you have further questions, feel free to contact us again, and be sure to include your claim number”
So there we go. We will get checks whenever they feel like sending them. Very disappointing.
Have they mail checks out yet??
The claim form deadline is not until October 30, 2016. Claims will not be paid until after the claim form deadline and the settlement administrator reviews and verifies all claims. Keep checking Top Class Actions for updates. We will let our viewers know when we learn that checks are in the mail!
