The Multi-State Lottery Association has agreed to pay $4.3 million to resolve claims that they failed to prevent lottery scam and fraud.
The settlement will benefit individuals who purchased a non-winning ticket for lottery games that used a certain random number generator, and where the drawing was held on the 147th, 327th or 363rd day of the year, the day of the year was a Wednesday or Saturday, and the drawing was held after 8 p.m. local time. A list of example lottery games can be found in the “Who’s Eligible” section below.
Plaintiff Dale Culler filed a lottery scam class action in January 2017, claiming that the Multi-State Lottery Association failed to ensure that lottery games would not be rigged. As a result of this oversight, a huge scam operation was allegedly perpetrated by the association’s former IT director Eddie Tipton.
Tipton reportedly installed software onto lottery number generators which prevented the numbers from being truly random. With the help of his brother and a friend, Tipton allegedly rigged the results of nine drawing between November 2005 and May 2013 include the Hot Lotto, Colorado Lotto, Wisconsin Megabucks, and Kansas 2X2.
In December 2010, Tipton was reportedly recorded purchasing a lottery ticket worth $16 million. He was later sentenced to 25 years in prison.
Culler filed his lawsuit against the Multi-State Lottery Association, claiming that they failed to prevent Tipton’s fraud which resulted in countless number of people being cheated out of their chance to win the lottery.
The lottery scam class action settlement was reached in July 2019 when the Multi-State Lottery Association agreed to pay $4.3 million to resolve the claims against them.
Eligible individuals may be able to recover a refund for each non-winning lottery ticket they purchased. Without proof of purchase (unaltered original ticket or proof of registered play), Class Members will only be able to collect compensation for 10 tickets.
In order to recover compensation, Class Members need to file a valid claim form by Jan. 7, 2020. The deadline for objection is Oct. 16, 2019. The settlement’s final approval hearing is scheduled for Nov. 15, 2019.

Unaltered original ticket or proof of registered play. Proof of purchase is not required but will allow Class Members to collect more compensation. Without proof of purchase, Class Members can only be compensated for 10 non-winning lottery tickets.

I brought 3 north carolin cash 5 tickets and the ez -match and in Nov 2 1920 and Jan 3 20 I buy2 cash5 ez- match and never win .I been play every since the lottery started and can not won I through because I was doing machine Pick .
I travel and had bought a lot of these tix. I don’t know if I can collect probably around 300$ worth

Are any Lottery Games in Pennsylvania? I play a lot but I don’t have any of the non winning tickets
How many states played on that mega lottery? In California when the jackpot was high I bought a bunch of losing tickets, I don’t know if I could be part of this class action ?
I, am trying to download the pass lottery tickets on file with no result. I think the CA lottery knows what’s going on.
