As moratoriums on evictions and foreclosures enacted as COVID-19 began spreading across the country come to an end, renters of federally funded housing say they face losing the roofs over their heads during the pandemic.

Despite the recent spike in coronavirus cases across the country and renewed closures leading to layoffs, state and locally enacted prohibitions on evictions are, for the most part, ending, according to recent legal news. Forbes reports that renters face evictions and municipalities will face a spike in homelessness as a result.

At the beginning of the coronavirus pandemic, as it became apparent that most of the country would be forced to shut down to avoid widespread illness, the federal government stepped in with the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), providing stimulus money and increased unemployment payments.

According to Yahoo! Finance, the federal government enacted its own moratorium on evictions for federally funded housing. These protections expire July 25, 2020; a prohibition on foreclosures on federally backed mortgages expires Aug. 31, 2020.

Additionally, many states and local governments enacted moratoriums on evictions in the hope of keeping Americans in their homes, and many of those moratoriums are set to expire this summer or have already expired.

According to the analysis by Urban Footprint, the combination of enhanced unemployment benefits expiring under the CARES Act at the end of the month, along with prohibitions on evictions, predict a surge in evictions affecting 7 million rental households.

Indeed, enhanced unemployment payments and eviction moratoriums are ending as Americans face a spike in COVID-19 infections and continued economic stress due to related shutdowns.

According to Urban Footprint, ending these programs disproportionately affects households that have experienced a job loss due to coronavirus restrictions and that also pay more than a third of their income on rent. Renters that fall into this category face a “rent gap” between their rent payment and their income without any government assistance.

Urban Footprint’s analysis reveals the areas that face the biggest risk of an eviction spike and surge in homelessness are those with high housing costs and high income inequality. They estimate the states that will face the biggest problems with the rent gap are California, New York and Florida.

“Closing this rent gap will cost between $16.2 and $31.8 billion over six months,” the report by Urban Footprint states. “This gap, while a pressing issue in every state, is distributed unevenly across the nation’s diverse housing markets and driven by a confluence of job loss and high relative rental housing costs.”

Yahoo! Finance reports that, for renters in federally funded housing facing the expiration of the eviction moratorium on July 25, eviction proceedings initiated that day could result in renters losing their homes 30 days later, on Aug. 25, 2020.

In addition to the 30-day period for the eviction process, renters can take certain actions to further delay losing their homes.

Rent for public housing residents is tied to their income levels, notes Yahoo! Finance, making some payments as low as $0. In addition, a foreclosure attorney recommended mounting an aggressive defense.

“It’s better to defend the foreclosure on the merits of the case because we can hold the bank off for a long long time,” the attorney told reporters. “If a case is not defended very well, a bank can foreclose in four to six months, versus a good defense that can keep homeowners in their home for two to three years.”

However, workers continue to face a slow economy and the risk of infection.

One man told Vox that the combination of his health issues prior to the CVOID-19 pandemic, along with dwindling job prospects and the fear of increased exposure to the virus, has put him and his household of seven in dire straits.

“If I get sick,” Joaquin H. of Eugene, Ore., told reporters, “the house is doomed.”

According to Vox, Joaquin and millions of others are also facing delays on their unemployment payments and are unable to get through to their local unemployment office.

Joaquin reportedly is protected until September by an eviction moratorium in his area, but then will have to pay back rent by March 31, 2021, along with other debts he has accrued during the pandemic.

In related legal news, the Financial Conduct Authority (FCA) has confirmed that U.K. homeowners can continue to receive coronavirus relief assistance if they need further mortgage payment deferrals due to challenges stemming from the COVID-19 crisis. 

However, on Sept. 20, 2020, the coronavirus eviction ban ended in England and Wales, meaning tens of thousands of private renters could become homeless.

    My family and I were evicted before the CDC monitorium was even up back in March of 2021, we didn’t even have a chance in court.. never saw a judge to tell them our situation not to mention our lease wasn’t even up.. our property management even had my my mother inlaw sign a nonrenewal lease give us 10 days to move out.. she as interfere when applying for assistance on rental program.. My family has been displaced and broken apart.. son has been back to school because our living situation he’s missed 2 years of highschool… The school hasn’t even helped.. they has been the worst nightmare ever.. lost everything and no one to help.. it’s just a close door everyway you turn for help … I have gone to the news , everyone just turn there backs on you.. we need justice and help..

    Hello my name is Kristine..
    My husband & I became homeless after applying for rental assistance thru United lift of riverside county..husbands an essential worker at a major grocery store..I am (was) a private caregiver until I got covid 2x.  And had to stop working..we were hopeful when we heard of United lift rental assistance & let our landlord know that we would be applying she was all in. As this would help us & her. All paperwork was in order & we were on our way to receive the assistance then our landlord called. She stated she received the email from United lift but after reading that she would have to forward a w-99 to the IRS she would no longer participate..she said that she was not paying taxes on the property we were renting 
    (Mind you we paid $1200 for over 7 yrs)..not reporting the property as a rental & therefore didn’t want to have her taxes “flagged”..& if she accepted the rental assistance money she would have to sign a document and she couldn’t afford any tax issues..WOW,!! 
    NOT OUR FAULT!!  We were outraged so because of HER LIES we could not be approved!!! (#1)
    This was October 2020 she asked me around the 18th or 19th to show the place to buyers. This was a violation of our civil rights due process as she had not given a formal notice of sale or 180 days per California tenant law..
     WE received a letter 3wks later ( October 26)stating she was selling the property & wanted a date to show it. I was sick and said NO. 
    later we received a letter(#2) from  landlord..ok so then came the 3 day then 15 day then harassed by her family as they taped unlawful detainer on our door and let all our neighbors know what was happening.

    Again denied but no help whatsoever from United lift with court info or motel help ..And after being “given” to several “team members”.. again without any help DENIED  TO MAKE MATTERS WORSE… we were evicted..and sheriff was assigned but during the 5 days waiting UNITED LIFT called and wanted our signature because the Landlord NOW wanted to participate in the program  !!!!!And they need our signed document so that the landlord could get their money,, !, we were already evicted ..court was OVER,, !, There is so much more documents I have so much more evidence of unfairness all emails. All letters..all documents…even voicemails saved. So now we were homeless.. & running around trying to find a place to live trying to find a place for all our things 3 bedrooms 2 bath living room dining room  No real money to pay for storage we threw a lot we couldn’t take gave away and had only our car to hold our valuable things in.  Stress anxiety tears hurt worry And this landlord had the balls to want $ and throw us out. Where is the justice in all this. Housing is key!! United lift rental assistance will keep you in your home!! Yeah right.  All our T’s were crossed

    And United Lift failed us as it has many.  IVE called every possible place of help ,,,waiting list 2 or more yr wait if not more,,, people I’ve spoke to say they will help 
    “TOMORROW CALL TOMORROW I WILL HAVE INFORMATION FOR YOU “but when i call back no answer or they don’t call back  I just want a lil help in finding a place PLEASE. PLEASE SOMEONE ANYONE. Thank you for reading this.

    Couldn’t renew my lease in September after my rental assistance payments were delayed due to funds being distributed late. So my rent was behind and my balance too high in order to renew my lease. Now have tons of late fees in top of a month to month rental fee and a month to month rental admin fees of $300 so basically almost $600 extra a month just because the government couldn’t get money to these programs in a timely manner so now still facing eviction because even tho I’m getting the assistance I’m now getting penalized on things that are out of my control. I’ve even tried mediation to resolve certain issues and come up with a plan to resolve these things and come to an agreement and they opt out of participating. We are held accountable so why shouldn’t they be held accountable to try and come up with a solution and communicate like adults instead of immediately throwing tenets out on the streets. ESP those who have rented from them for quite some time and we’re making on films payments prior to the pandemic, makes no sense to me. Un empathic and heartless in my opinion. I could never do that to someone during crisis like this.memorandum or not… you just don’t treat people that way, it’s sickening.

    I understand it’s been hard to pay rent when you didn’t have a job. But SOME are hiding behind the Eviction Mort. My tenants owe me $62,000…I’m a senior and I’m not a big corporation…I own one rental house, Tenants are working but not paying a penny…is this fair? The Government should be paying the rent for them if they want to keep this Eviction Mort. on….why should I be the one that has something to lose????

    My question is if without notice I stole an entire family’s personal items, money, home and left them for dead I would be arrested and prosecuted. I need to understand why a corporation has done this to my family and not one person has done anything to them? Why is a corporation allowed to break the laws without penalties, but if I did this I would be in jail for the rest of my life?

    Illegally evicted from a home I just paid in full. Myself and toddler daughter homeless living in Jeep. Not one Government or State Official has been able provide how this scam happened nor has any of them provided assistance. 

    The first sentence on most AZ Government Representatives pages state Our highest priority is keeping Arizonans healthy, safe, and economically secure. So what exactly does this mean? I assume my family is not a high priority? We were both born in the state of Arizona so we are Arizonans? We are not safe, healthy and economically secure. I have requested each official to explain as I was in the travel industry for most of my adulthood and not familiar with state, federal and or any practices or laws pertaining to the above. I guess my ignorance of these left me vulnerable to these scam artists as it appears they too understand that no laws or penalties in place so they can pull off the perfect crime. As I found not one agency has jurisdiction over this issue and are unable to assist so they are able to literally get away with murder.
    Yes I have applied for any and every program I assumed one of them would be able to assist us and only one replied. This one being the most disturbing. 6 months after applying for eviction aide I received a survey to fill out. A month later an automated email stating my application was forwarded or outsourced to another company. Lol really? I was illegally evicted in 3 days. Lol 11 months later and still nothing. Does the Senator or any of them understand this? They continue to push 211 this magical number that can’t help us. The Governor, Mayor, every so called assistance program has been contacted and I have received zero responses besides the auto generated generic responses. 

    How come not one person who supposedly runs the State of Arizona doesn’t understand the laws or won’t explain them to me? More importantly how come we don’t matter on a federal or state level? I lost everything. My perfect credit is now ruined and my credit cards are maxed out, but I still have a little common sense to know it is illegal to not provide notice and just evict an entire family without warning.  These people couldn’t bother replying to an AZ resident that was obviously involved in a scam.. THIS STATE IS KILLING US! My daughters 4th birthday was spent in 110 degree weather, through the cold of Christmas. I had hoped to spend in a hotel room just for one night, but when we were removed from our home you also took away my job. So I continue to wait. I struggle to find food to feed my daughter. Does anybody know how long I’ve been sick? Does anybody care I don’t have a place or a person to care for my daughter if I die? Because somehow these are every day occurrences in the great State of AZ? I am unsure if some day they will look into my case and question how this all happened, how not one agency could assist or maybe the scary thought that my upper middle class upbringing blinded me of the realities? Either way we had thousands of dollars in our bank accounts so my situation doesn’t have to do with unpaid rent. My situation has to do with fraud theft and if my myself or daughter dies out here on the streets it’s murder. So again I am requesting Does any Government official know whose jurisdiction this falls under? This isn’t theft of a bike or a ring this is a new home, new appliances, my business, stocks and bonds, 45 years of belongings, I wasn’t poor I have traveled the world acquiring expensive art and one of a kind items. Those are just things and like a flat screen TV and state of the art electronics mean nothing as they stole our safety and security and worse my daughters childhood if not her life. No price tag can be placed on these things. I need to understand how this happened and why no one can help us. Please we deserve better and I need someone that can fight with me to get justice and hopefully make sure this never happens to another family.

    Here is a summary of our story 

    Year and a half ago I paid in full around 40K for a mobile home. I rent the land and have a 4 year lease. I along with almost everybody that lives here has complaints, but that is for another time.  Anyways to summarize the website I usually pay was not accepting payments. We have a Facebook tenants page so I checked and noticed another person said they were also unable to pay online so I wrote the check and I deposited this check through the available slot at the Home Office. They have a video camera and I also took video showing that I indeed deposited the check through the door.

    Anyways I work from home I am a very busy having started my own business a little over a year ago, single mother who has sole financial responsibility of my three-year-old daughter. So I can over look things. I take full responsibility for this and this is why I have every bill on automatic payment and have a calendar that I use to set reminders for appointments and such.

      On a Friday in May I open my front door to find a court eviction that was set to take place in a few days. 

    I was confused that the only thing I received was this court eviction which I contacted the Corporate Office requesting a call back since I had paid rent and wanted to know what this was about. I never heard back even though I left a few messages that I had money (thousands in my account) and I didn’t understand what this court eviction was about since I had never been evicted or received anything about court I wanted to understand why and talk to some one anyone to clear this up. I never received any calls back.

    I thought it was weird I never received any letters or phone calls just a court eviction It said it was at the courthouse anyways I guess courthouses are closed so court took place over the phone and the claim was that they had never received any money from me and then all the sudden it was a trial and they said they had received my check. So of course I spoke up reminding the judge that earlier on they stated they never received any money from me and now all the sudden they say they have my check, but they sent it back to me which by the way I never received. I explained that I have received several certified letters in the mail from the front office and I have had to sign for every single one of those and yet they claim they sent me a certified letter letting me know that I needed to pay rent. I explained I have the money and if I had received a phone call or letter I would have paid and that all I received was court eviction papers. 

    The judge stated certified letters do not need to be signed for. They then commited perjury by stating they called me 8 times and left voice mails of concern. I stated that was a lie ( I have proof from phone company not one call was placed) Anyways I was confused by the whole process plus I could barely hear. Not really sure what was said (went to courthouse to obtain CD) Honestly I have been in the travel business I do not know anything about law. So again I continued to contact both Corp and Home Office to find out where I need to send the money order since again I was still not able to pay online. Two days pass then at 5:30 p.m. Friday I received a phone call from the manager saying I have to be out on Monday. 

       It took me years to save up and purchase this home to fix up for me and my daughter. Unfortunately my past relationship he had me self isolated for so long that when I finally got away the only person I had left was my father who recently passed in February. We have nobody. I just dont understand how I am going to take my 3 year old daughter and 12 year old dog and live on the streets being in triple digits. I have the money to pay and they won’t take it. I spent that weekend sending mass emails to anyone I thought could help including everyone that works at Zeman homes Corporate Office explaining the situation again and still have the money. The Sheriff shows up and I showed him the COVID19 paperwork that was supposed to allow us to stay in our house until July. I explained to him that something was wrong with this situation and that if he could please help me look into this situation and how possibly I can be losing everything for not paying rent when I have the money and they are refusing to take it? He gave me 24 hours to again email the Covid19 paperwork to everyone. He showed up again and gave me 15 minutes to pack our stuff and leave. 

    That was now over 8 months ago and now my dog has had a heat stroke and both my daughter and myself are sick living in my Jeep. 

    I worked from home so along with losing my home I lost my job. 

    The (manager) said I could rent the space not live in my trailer, but allow me to sell it and then 24 hours later they said this is no longer an option and the only option I have is to sign over my trailer(I didn’t sign over my property). Really? How is this legal? So I have researched and researched and I should have received a notice they didn’t receive my rent check. I didn’t throw parties or disturb any of my neighbors. The only thing I can think of was shortly before the court eviction 3 men in masks were at my door only one man spoke English and claimed he owned my house. These men were driving a truck without any branded business name or logo and wore plain clothing. I was extremely scared and unsure what to do. I called Zeman homes Corporate Office left a voice mail and advised them of the situation. Shorty after this I received a email from the manager(home office) that was rude and I followed up with wanting to file a complaint. 

     Again I was thriving and now like that I lose everything and my 3 year old daughter, my pug and I live in my Jeep. I want to know how this is legal and how these people can just take my home, my job and now my families health? I need to understand why this happened and how they can get away with this.

     I would not do I think anyone would invest this amount of money into something that could be taken without notice. 

    Things done after eviction 

    First thing I did was go to post office with the tracking number in the court papers. The letter never got to me. It was sent back to management so they knew before court I never received any eviction notice.

    I sent payment to them only to be returned saying they don’t want my money. 

    They would not allow me to sell my home.

    The post office could only hold my mail for 30 days without a forwarding address and with an Eviction now on file and my job gone I can’t find housing. I was a very successful person having traveled to over 50 countries. I waited until I was responsible and financially independent to have a child and we were so happy. Now my daughter cries, shakes and rocks. 

    The response of Arizona Officials is to contact a few phone numbers.

    I called 211 and every number that anyone thought would help. Not one person seems to believe this could happen and although they have been sympathetic they dont have any resources for us.

    I continue emailing AZ officials, Senators and the Governor. Not one reply on my main question of how this is legal. 

    We are dying and I’m begging for help. Please don’t wait until one or both of us die before something is done.

      I am truly sorry you have gone thru so much. I hope things have been resolved and you were able to fined decent housing, work and a life for the three of you.

      I am very perplexed though, why didn’t you hire an attorney before things became so out of control?

      I have a 4 yr degree BS Paralegal studies and experience in the field and about the time I received the first note stating lack of rent payment, which couldn’t be resolved, I would have found the best attorney I could to represent me.

      You might try legal aid to see if you still have any recourse or speak with larger law firms and see if they would represent you pro bono (without charge).

    My fiance and I live in Vancouver Washington and commuted to Portland, OR for work. We both are high risk for infection, due to her bronchial asthma issues, and I suffer from a hemolytic Anemia, Elliptocytosis, since birth, causing me extreme health issues when infected with viruses. I asked for an ADA accomodation from my work on March 16th, I am a network engineer, and I was promptly fired the next day, though was never told about it, until I showed up for work 2 days later to find out I was no longer employed it allowed to my office for my personal belongings. My fiance worked for the same company and went on unpaid medical leave due to the fact they stated she was ineligible for paid leave.

    We immediately contacted our apartment managers to let them know what happened, but turns out they were moved to a different facility the next month and so they never talked with the other staff about it.

    In May we received a 14 day pay or quit letter that we took to an attorney who told us not to worry, that the moratorium would be extended from June 6th til probably end of the year.

    My fiance sti has not received her unemployment benefits going on week 17 now from Unemployment from Oregon. She has been contacted 1 time and the phone lines and PUA lines are impossible to get through unless you call at 8:01PST EXACTLY.

    We are now 6200.00 behind in rent, and our apartment managers, even knowing that I have a lawsuit against my prior employer, both of our health risks, and continual attempts to try and explain the situation has only infuriated the manager, who once got on the phone and shouted at me telling me he would contact me everyday until I paid them, and that we have to be babysat because we aren’t adult enough to let them know when our situation has changed.

    We need help desperately in defending our ability to stay in our home. We aren’t from here, and we both had been only working for a few months in the state when the COVID pandemic hit, causing massive delays in benefit payments. Mine took 12 weeks to process eating up almost all of it instantly to pay past due bills and keep food on the table.

    We have had friends in the same boat that we have sent money too because they had not received any benefits either and we’re starving, along with donations of masks for the homeless, and contacting numerous agencies for assistance.

    Unless I don’t speak English, or becase I don’t fit the racial needs for their programs, I dont get anything except a busy signal and waste of time.

    How do you get a job when you have to spend the daytime hours tracking down how you’re going to make your 6000.00 rent payment? Keep your head down and pray for a telecommute job?

    I’ve had 40 or so interviews and none of them panned out, and can’t just go down the street to a local shop and work due to my health issues, which could house a small office soley with my medical files.

    I’m 34, and never asked for government assistance, food stamps, and only the 2nd time I’ve ever taken unemployment. I don’t take handouts, I work for every single thing I’ve gained, and I am asking where is help for those who stood strong for past issues, allowing others who needed more than I take my place for assistance, instead of rush for a handout I knew I could persevere through.

    Where is the assistance for those who have helped others all through the years? I’m not a bank, but without everyone giving in the world, the world would’ve parishes long ago, save not the givings and tidings of those more fortunate than the most.

    There’s 4 days til the end of benefits and I don’t know what to do.
