The U.S. Consumer Product Safety Commission (CPSC) voted to introduce new mandatory safety rules for adult bed rails after identifying that 284 people died trapped in the rails from 2003 to 2021.
On July 6, the CPSC announced it was taking action to protect older adults and other vulnerable consumers from the “unreasonable risks of injury and death” associated with entrapment by adult portable bed rails.
Rule establishes mandatory requirements for all new adult bed rails
The rule establishes a mandatory performance requirement and test procedure to reduce the risk of entrapment and other hazards associated with the use of adult portable bed rails, the CPSC notice says.
It requires all adult portable bed rails sold in the United States and manufactured after the effective date, which is expected to be August 2023, to comply with the standard’s performance and testing requirements.
The new rule improves requirements for manufacturers to inform consumers of the range of mattress thicknesses, which it says will ensure safe use of the product and provide testers with guidance for selecting the correct thickness during the test setup, the notice states.
The rule also updates the requirements for entrapment testing to be consistent with known hazards.
The CPSC says testing conducted in 2018-2019, and again in 2021, indicates there is not substantial industry compliance with the current standard. It has so far issued five public warnings regarding specific adult portable bed rails that did not comply with the voluntary standard and numerous recalls, it says.
Meanwhile, companies continue to recall adult bed rails due to the deadly risks. In March, for example, Platinum Health recalled its LumaRail Adult Portable Bed Rails due to entrapment hazards, with the bed rail linked to the death of an 81-year-old man in 2021.
