Among the banks that have pled guilty and settled criminal charges by paying fines to the United States are HSBC Bank of the United Kingdom, BNP Paribas of France, and Commerzbank of Germany.

These financial institutions have paid billions of dollars to the U.S. to resolve allegations of money laundering activity and because they processed financial deals that were banned for Iran and other terror-sponsoring countries. The banks were accused of enabling Iran to finance its illegal business of manufacturing IEDs (Improvised Explosive Devices), EFPs (Explosively Formed Penetrators), and IRAMS (Improvised Rocket Assisted Munitions), all of which were used in acts of terrorism in Iraq.

According to a report published in the British newspaper The Telegraph in 2006, Iran made explosive devices in factories that were later used against U.S. troops in Iraq.

Admiral Mike Mullen, who was Chairman of the Joint Chiefs of Staff in 2011, said then at the time that these weapons used for terrorism in Iraq were undoubtedly sent there by Iran, which was supporting Shiite extremists.

“Iran is very directly supporting extremist Shia groups, which are killing our troops. They (Iran officials) are shipping high-tech weapons in there – RAMs, EFPs – which are killing our people and the forensics prove that,” said Mullen.

Holding Conspirators Responsible for Terrorism in Iraq

Congress put Iranian sanctions in place to prevent Iran from sponsoring terrorism in Iraq and to prevent the country itself from committing terrorist acts. These sanctions were supposed to prevent Iran from accumulating the funds needed to create and deploy weapons.

Unfortunately, Iran convinced a handful of financial institutions to ignore the sanctions in exchange for promises of large profits. The United States law enables a victim of a terrorist attacks to file an IED attack lawsuit against conspirators who helped make the terrorist attacks possible.

The law specifically says, “Any national of the United States injured in his or her person, property, or business by reason of an act of international terrorism, or his or her estate, survivors, or heirs, may sue therefor in any appropriate district court of the United States and shall recover threefold the damages he she sustains and the cost of the suit, including attorney’s fees.”
