In April 2024, Kaiser Permanente announced a data breach that affected approximately 13.4 million people. Kaiser attributed the breach to third-party trackers installed on its website and mobile applications, which may have leaked patient data to third-party vendors, including Google, Microsoft Bing, and X (Twitter).

What happened?

Kaiser Permanente discovered that certain cookies and pixels it had installed on its websites and mobile apps may have transmitted personal information about its members and patients to its third-party vendors, Google, Microsoft Bing, and X (Twitter).

Cookies and pixels are commonly used by companies to understand how consumers interact with their digital platforms. 

Kaiser said the breach did not affect users’ financial information, Social Security numbers or user names and passwords, but advised users to monitor their credit reports and bank statements. Staying vigilant can help safeguard private information and detect signs of potential misuse or unauthorized access to accounts.

Tracking pixels and privacy concerns

Implementing third-party pixels is an increasingly common practice that has important privacy implications. Various third-party companies use pixels to observe online user behaviors and collect identifiable information and track IP addresses. These companies routinely retain this user data for an undetermined amount of time. Should a data breach occur at one of these companies, any personal details captured through pixel technologies could be compromised. 

Microsoft and Google are two third-party companies that regularly employ tracking pixels. These tools are used on a wide variety of websites, including online storefronts, news sites and sites related to medical care and insurance. 

The United States Federal Trade Commission (FTC) recognizes the risks associated with tracking pixels. The FTC has implemented policies governing online monitoring technologies, specifically how they are used on healthcare-related websites, to ensure that organizations employing tracking pixels are prohibited from transmitting personally identifiable information.
