St. Ann, Missouri, agreed to a $3.125 million settlement to resolve a class action lawsuit claiming that it unlawfully arrested individuals and put them in jail under unconstitutional conditions.
The settlement benefits individuals who were detained in the St. Ann jail between Aug. 9, 2011, and Nov. 14, 2022.
The settlement also benefits a second class of individuals who were detailed in jail by or on behalf of the city of St. Ann for nonpayment of a municipal ordinance violation fee between Aug. 9, 2011 and Nov. 14, 2022.
Plaintiffs in the class action lawsuit claim St. Ann violated their constitutional rights by arresting them and holding them in unreasonable conditions. Some individuals were even jailed after failing to pay parking tickets or fees from similar municipal violations, the class action lawsuit contends.Â
St. Ann is a city outside St. Louis.
St. Ann hasn’t admitted any wrongdoing but agreed to resolve the class action lawsuit with a $3.125 million settlement.
Under the terms of the settlement, class members can receive a cash payment based on the number of hours they were incarcerated, subject to a 720-hour cap. Based on these hours, class members will receive a proportional share of the net settlement fund. No payment estimates are available at this time.
The deadline for exclusion was Dec. 18, 2023. The objection deadline is Feb. 14, 2024.
The final approval hearing for the settlement is scheduled for March 6, 2024.
In order to receive a settlement payment, class members must submit a valid claim form by Feb. 28, 2024.
Who’s Eligible
Individuals who were detained in the St. Ann, Missouri, jail between Aug. 9, 2011, and Nov. 14, 2022, AND individuals who were detailed in jail by or on behalf of the City of St. Ann for nonpayment of a municipal ordinance violation fee between Aug. 9, 2011, and Nov. 14, 2022.
