
Los Angeles County, California, has agreed to pay $30 million as part of a class action lawsuit settlement to resolve claims it violated the civil rights of juvenile offenders in detention facilities.
The settlement benefits individuals born on or after Feb. 15, 2002, who were detained in a Los Angeles County juvenile hall or camp.
The class action lawsuit claims Los Angeles County violated the civil rights of juvenile offenders in detention facilities by subjecting them to inhumane conditions. These conditions allegedly included physical and chemical restraints, solitary confinement, excessive use of force and other harmful practices.
Los Angeles County is home to many juvenile detention facilities, including the Central Juvenile Hall, Barry J. Nidorf Juvenile Hall and several camps.
The county has not admitted any wrongdoing but agreed to a $30 million settlement to resolve the civil rights class action lawsuit.
Under the terms of the LA County Juvenile Detention settlement, class members can receive a cash payment based on the number of days they spent in a juvenile hall or camp. Payments will vary depending on the number of valid claims filed with the settlement. Class members who spent more time in juvenile halls will receive a larger share of the settlement fund.
Any funds remaining in the settlement fund after the initial distribution will be donated to a nonprofit organization agreed upon by the plaintiffs’ counsel and the county.
The deadline for exclusion and objection is Nov. 28, 2025.
The final approval hearing for the LA County Juvenile Detention settlement is scheduled for Jan. 28, 2026.
To receive settlement benefits, class members must submit a valid claim form by Nov. 28, 2025.

Individuals who were born on or after Feb. 15, 2002, and were detained in a Los Angeles County juvenile hall or camp.

Claimants must provide their full name, the name of the juvenile hall or camp where they were detained, the dates of their detention and their current address.
